ELANews

The Newsletter of the English-Language Arts Network

President's Message

One of ELAN's priorities has been to assist artists living outside the metropolitan area. One of our strongest allies in the regions is the Townshippers Association. ELAN has been collaborating with them on a joint project this winter that culminated in a public meeting at Magog on March 29. Several dozen visual artists, musicians and performers from all around the Eastern Townships gathered to identify their needs and meet with representatives from ELAN, RAAV and other artists' umbrella groups to discuss ways of working more closely together. We plan to hold the first Townships Schmoozer this summer. Professional development and residency projects are also being explored.

One of ELAN's most significant but least visible activities is advocacy to increase funding and support for artists. ELAN has been busy with three activities. A major conference was held at l'université de Montréal on the first weekend of March. Many community leaders and demographers presented papers on the subject of community revitalization. Arts and culture featured prominently. ELAN also participated in a study commissioned by the Commissioner of Official Languages on Federal Government support for Arts and Culture for Official Language Minority Communities. It was the first time the English-speaking community of Quebec was included, and the report suggests a number ways that better support can be provided. (Copies of the report can be obtained on the Commissioner of Official Languages' website.) The third advocacy activity has been a Task Force on Arts, Culture and Heritage within the English-speaking community of Quebec. This is the first time the Quebec Community Groups Network has identified arts and culture as a cornerstone of community development. These advocacy activities are not immediately visible, but their impact over the coming years will be profound.

Did You Know?

S.O.S. Atelier

Finding adequate and affordable studio space is a common problem for artists. Patrycja Walton is presently working on a project regarding artists studio space in Montreal. She is the recent founder of S.O.S. Atelier, a company based on an artist/client studio rental support system. She is beginning the project with her prototype Michel Pedneault, a painter from the Grover building in Montreal. As part of her project, she is conducting a survey regarding artists' personal work space. If you would like to help Patrycja by filling out her survey or to find out more about S.O.S. Atelier, email Patrycja. The information she is collecting will help solidify improvements to the current studio space situation for artists in Montreal.

ELAN meets CRTC

Kirwan Cox
Film/TV Board Representative

The CRTC invited fourteen official language minority associations from across Canada to meet on March 17th in Dartmouth, Nova Scotia, as part of ongoing consultations.

This process began in February, 2007, when the Commissioner of Official Languages, Graham Fraser, issued a highly critical report on the CRTC's compliance with the Official Languages Act. The Commissioner recommended that the CRTC prepare a new action plan to comply with section 41 of the Official Languages Act, and consult with the official language minority communities (known in acronymese as OLMCs).

The CRTC then called a meeting of OLMCs in Ottawa last September. Quebec Anglophones were represented by the QCGN's Kevin Dobie. All the other groups represented Francophones outside Quebec.

At that meeting, the CRTC announced that Annie Laflamme, head of French TV policy, would be in charge of implementation of the act. Renée Fairweather would be the CRTC's "champion" of official languages.

The second consultative meeting was held in Dartmouth. ELAN was designated by QCGN to represent Anglophones. Film/TV board member Kirwan Cox attended for ELAN, along with 13 others representing Francophones outside Quebec.

The meeting began with a presentation on new video distribution technologies by Bernard Caron from the Communications Research Centre in Ottawa. The meeting continued with a review of objectives for the CRTC's three-year Official Language Action Plan, and announcement of a new section of the CRTC website that will be dedicated to information for OLMCs.

At the end of the meeting, the OLMC reps decided they needed to take a greater initiative in the consultative process. They organized a three member "secretariat" to improve communication and better represent OLMC concerns to the CRTC.

The three members are: Serge Quinty of the Fédération des Communautés Francophones et Acadienne du Canada (FCFA), Sylvie Ross of the Fédération culturelle canadienne française (FCCF), and Kirwan Cox of ELAN. This group will meet to prepare for the next major CRTC consultation in September, 2008. It is hoped that the CRTC's Official Languages Act mandate can be used to improve TV and radio programming made by, and for, the minority communities, including English Quebec.

Further to the growing impact of the official languages act on Federal cultural institutions, Commissioner Graham Fraser has just issued a new report on arts and culture. This report looks at section 41 compliance by Heritage, Canada Council, National Arts Centre, Telefilm, and NFB. A separate study of the CBC and Canadian Television Fund will be coming in the next few months. For more information, see the Commission of Official Languages' website.

Report from the Field: South Beach, Miami - ANOTHER ART WORLD

Juliana Espana Keller
Visual Arts Board Representative

Behaving like a "typical" snowbird on Spring Break is not completely out of whack for a Visual Artist from Montreal who has not seen everything in technicolor for a few months. On a long overdue escape to Miami Beach, it was imperative to step out and step into the 'Winwood District' of South Beach for a little adventure; because even though I was on holiday, art was on my mind, if not all of the time, that is.

Perhaps you have heard of ‘Art Basel' in the 'Winwood District' of Miami Beach? Much hype circulates in Montreal about this exotic piece of real estate. After all, this is home to many of the elite and powerful, private American collectors of modern art; including the infamous Steve Rubell, former owner of Studio 54 in the 70's heyday of New York, a celebrity in terms of American pop culture and former friend of Andy Warhol, Grace Jones and, well, you get it. Basically, the entire list of who was who on the Lower East Side including the entire melting pot of the N.Y.C arts community.

Now, after two decades, the prestigious owner of some of those trendy art deco designer hotels in the center hub of South Beach, Rubell, lives with his family in a warehouse slash fortress in the Winwood District that houses some of the most contemporary works of art of the 20th and 21st century. His collection circulates in presentation frequently because he is always absorbing new talent under his wing and acquiring new works into his permanent collection. For a $10 entrance fee [Mmn, where does this donation go?] you can step into another world, take part in his vision and admire the monumental work that he puts on display for all to view; sort of like the experience one has when you take in the British royal jewels at Windsor Castle, Windsor, England.

The Book Store is also impressive and there is something for everyone to buy [dangerous place if you have a weakness for art books which I do]. This includes designer t-shirts for kids and when I was there, a group of schoolchildren were visiting and they looked like they were enjoying the whole experience akin to a Disney World outing. The Rubell Family Collection is a must see, fascinating, phenomenal and impressive walkabout on three floors and includes an outside fenced in garden area. The thick catalog in hard copy [also available on line] boasts more than 6000 works and is worth buying for US$30. You will be astounded by the works on display [my girlfriend and I were blown away by the post-apocalyptic sound installation by Thomas Zipp and his thick dark palette of iconic portrait paintings] and perhaps a little overwhelmed. You may find more info on upcoming exhibitions, directions, etc. through the Rubell family website.

To improve on that excursion is almost impossible, but I would say that the most exciting experience of all was a "multiple" visit to the most magnificent private collection of artworks that I have ever seen housed under one roof, namely: The Margolies Collection at the Warehouse. This acquaintance made all the difference. I felt like I was walking through somebody's living room of curiosities. There is so much to see that one visit is not enough. One of M. Margolies' recent purchases was the 2007 "Sleepwalkers" video art work by Doug Aitken Check out the trailer on YouTube for a taster. This piece is played back on a large flat-panel LCD television that was especially formatted for this collection. This is the video art work that was designed as [5] projections onto the façade of the new Museum of Modern Art in NYC last year. Donald Sutherland, Tilda Swinton, and Coolio are all in it ... naturally, you could only see it at night as of 5 p.m in NYC and it is a stunning visual narrative inside on a flat panel as well as out. I think I watched it about [3] times over. Mesmerizing in its abstraction of a nocturnal night life and a hallucinatory environment that revolves around [5] characters all different in terms of race, gender, sexuality and age. Over the past 30 years, Martin Z. Margulies has assembled one of the most extensive private collections of sculpture in the United States. I was humbled ...

There are also a multitude of other interesting and alluring art galleries in the area (too many to mention here) who also represent hot and upcoming contemporary artists from all over the world who have been extracted and placed into this competitive art market after the scouting and trendy Art Basel Art Fair is finally packed up and gone until December the following year. There is a 'Winwood District' map that you can pick up at each gallery or big collection that you visit and you can find your way around much easier with this information. Don't forget to ring the bell on the door to be let in ... security is everything there.

The art district itself is located in an old Warehouse District just north of South Beach and en route to the airport. What was once a banal, grey area lying alongside the main highway into South Beach and on the cusp of the also new Design District, is an oxymoron because its warehouses appear to be dilapidated, banal and uninteresting or just general commodity warehouses that link to the city's infrastructure. But honestly speaking, they shelter [under strict surveillance] all of this contemporary art in spacious, fenced-in complexes that are surrounded by a concrete tropical wasteland. If you do get lost finding some of those doorbells and feel you have walked a little too out of the way, you may begin to enter some shaky neighborhoods and refuge for the many visible minorities who live on the margins of the city. You may also need a rental car to get around if you feel visibly shaken by the industrial feel of this landscape, or you need a good map so as not to stray off the beaten path.

The other spaces in between, that is, part weedy, green, flat areas that lay bare inside of this concrete jungle apparently also give themselves up to the many tents that are put up for the art fair and goings-on in December. You can certainly feel the distant echo of "Art Basel" that lures the whole global art world to Miami Beach in December - and anyone who anticipated a carbon copy of the Armory Show in New York will be in for a bit of a surprise. Since it is secluded, tropical and kind of out of the way, it is in itself enough to raise an eyebrow or two in shamelessly glam Miami Beach - it is however unique and since this particular area is a growing cultural arts and design district Mecca, it is growing fast with some very good vibes. My girlfriends and I did meet some locals who are striving to raise the profile of the area into an art community, as we know it in Montreal, perhaps as in Mile End where I live. There are some great little restaurants open for lunch and to fill your tank for another round of gallery poking and there are some crafty small business boutiques in the area, so it is taking on its own personality and sense of community which is a god send. I like to feel they are attracting some other kind of tourist rather than the one we see lured into the already packed South Beach party scene.

Because the Winwood district is located off the main drag, to view art literally all day long, once you are there, is practically transcendental meditation. Secondly, it is possible to easily spend four times as much elsewhere in town but if you are an Artist, this is where you need to be. Period. I left feeling quite overwhelmed by the power of the art market there, the difference in how work is perceived, displayed or exhibited. I learned a lot. Most works were up for sale at mind-boggling prices. A far cry from our little town...nothing compares except London, Paris, Los Angeles, etc.

Not too many site-specific installations, curatorial thematic events, conceptual projects, new media or computer art that one sees in our many artist-run centres in our neck of the woods. No...this is about power, what money can acquire [a lot of large format photography seems to be in these days] and finally, perhaps the preservation of monumental works that one only sees in a traveling exhibition in our Museums, all for free [save for the Rubell collection] and open to public viewing all year round. I drank my fill and left quite inspired by it all.

Anthology of poetry on restoration ecology

Sudbury, Ontario, has long been associated with environmental destruction. The name "Sudbury" has become a common Canadian metonym for all that is wrong with human relationships with the environment. However, the city is also justifiably famous for successful efforts at restoring the ecological health of its sensitive and diverse ecosystems. Submissions are invited for an anthology of poems concerning different approaches to the scientific and linguistic questions of "restoration" or "reclamation" in an ecological context. Potential poems are not necessarily required to literally feature Sudbury, but works that re-imagine this infamous Canadian symbol will be particularly well received.

Also welcome are works that explore any aspect of the physical response of the landscape to human perturbation (such as urbanization, climate change, and invasive species) and our attempts to mitigate these effects, along with works that explore the restoration of complex human ecologies in the wake of industrial devastation. Additionally, the submission of formally innovative works that consider discursive ecologies and their relationship to re-claiming natural and cultural spaces are encouraged.

Submissions are welcome from emerging and established poets, as well anyone else who has visited Sudbury. While previously published work will be considered, submission of new materials is especially encouraged. Simultaneous submissions are permitted; however please notify promptly if your work has been accepted elsewhere. Submit no more than 10 pages of poetry and a short biography (including links to Northern Ontario and a publication history) for consideration via email attachment (.rtf or .pdf) to restoration.anthology@gmail.com with your last name in the subject line. Deadline for submissions is Monday September 1, 2008. The anthology will be edited by Madhur Anand (University of Guelph) and Adam Dickinson (Brock University).

Judged together by Jeffrey Levine, Editor-in-Chief of Tupelo Press, and Carol Ann Davis and Garrett Doherty, Editors of the esteemed literary journal Crazyhorse.
