The Newsletter of the English-Language Arts Network

Director's Message
I just got back from a day long meeting in Ottawa with high level federal bureaucrats whose mission in life is to draft comprehensive policy frameworks and identify performance indicator measurements and metrics that will ensure the delivery of results-driven programs that benefit Canadian stakeholders. These kinds of meetings can be excruciatingly tedious (and frequently incomprehensible) for anyone who is not by training and temperament a policy wonk. However I found this particular meeting remarkably stimulating.
The other 'civilians' at the meeting were members of the Quebec Community Groups Network (QCGN) who were reporting on recent developments within the English-language community. The bureaucrats were visibly impressed by a new vision and identity that is emerging. Displays of Angryphone angst were conspicuous by their absence. The QCGN has held a series of public meetings and consultations in recent months in the Montreal area to get a sense of the aspirations of the Anglophone community in the 21st century. A polarized Quebec of two solitudes is no longer the reality for most Montrealers, who are increasingly bilingual and bicultural. Two words repeated very often during the presentations were "collaboration" and "recognition". Just as Anglo artists see the benefit of collaborating with Francophone colleagues (what could be a better case study that the Blue Metropolis Literary Festival?) so do farmers, teachers and people who work in health care, social services and literacy. The desire for recognition comes from wanting to break down the old stereotypes of Anglos as the enemy. The English-speaking community wants to be recognized as people who are proud to live in Quebec and striving to be actively involved in making a positive contribution.
I am happy to report to you that the English-language artists of Quebec are regarded as role models of this new vision and identity. In recent years the Health and Social Services sector has been, not surprisingly, the top priority for community development which has resulted in new alliances, better services and increased resources. QCGN members are now looking to arts and culture as a priority area for community development. I would be reluctant to predict how quickly we will see direct impacts on the lives of artists or how significant they will be. However, it is encouraging that artistic accomplishments are being recognized by our own community, as well as our successes in establishing fruitful relationships with our francophone colleagues. ELAN has not been around long enough to be the cause of these successes but it has helped make artists and their work more visible to the general public. In the coming years ELAN will work with the larger community to provide new alliances, better services and increased resources for artists.

RAAV Relations
One of ELAN's first outreach initiatives was to contact RAAV (le regroupement des artistes en arts visuels) to see how they could provide better services for English-speaking visual artists. We helped RAAV translate parts of their website and they elected an Anglophone artists to their board last May. Last fall, for the first time ever, RAAV ran a professional development workshop in English. Here is a report from Nadia Myre who sits on the RAAV board and was one ELAN's early activists.
Last year le Regroupement des artistes en arts visuels du Québec (RAAV) made a commitment to the Anglophone visual arts community to deliver some of their professional workshops in English. Of their many courses, they translated two of their best sellers, Copyright and Contract Negotiations, and Taking Care of Taxes. Unfortunately, Copyright and Contract Negotiations had to be cancelled due to poor registration. However, Taking Care of Taxes went ahead at 75% capacity. The bright news is that those who took this 2-day class got a lot out of it and relayed some great comments: "Excellent! Pascale was a great teacher—very patient, warm, knowledgeable and professional", "Pascale made taxes seem easy and far less frightening", "Great teacher, very patient, good rhythm of teaching, great support documents, so much learning", "The reference manual is extremely helpful!"
For those of you who feel you may have missed out, fret not, RAAV is working to offer this class again. Come next fall RAAV will also be offering other great workshop opportunities such as the Numeric Tool Box, and Individual Coaching on Techniques and Developing Your Artistic Practise, so bookmark the RAAV website and browse the workshops under "Continuing Education".
